Changes for RTOs to become LTOs (Licensed Training Organisations)

As I posted recently the new framework has been developed and endorsed by SCOTESE. The title will be the Australian Vocational Qualification SystemAVQS Quality Framework’. So what does mean to RTOs?

Well firstly, Do Not Panic. There is a plan and a timetable.  Now that the standards have been endorsed the next few months (until Nov 2103) are filled with detailed drafting of standards and requirements based on the endorsed standards policy framework.

Then, there will legislative changes, taking us to July 2014

And finally transition to the new standards till June 2016.

One of the areas you might like to consider are:

  • Accountable Education Officer (AEO) will be required, and registered with the AVQS regulator who is responsible for the training and assessment undertaken by the LTO. The standards says….
  • Accountable Education Officer is responsible for the training and assessment strategies and practice of the LTO or undertaken on its behalf and all qualifications issued by an LTO ensuring that it:
  1. is consistent with the LTO’s scope of licence;
  2. is compliant with the requirements of and supports the achievement of the competency outcomes described within the Training Package or Accredited Course;
  3. c. is delivered by staff with the appropriate trainer/teacher and assessor competencies, vocational competencies, and industry currency (as defined under Standard 1);
  4. is relevant to the identified needs of local industry, with employers and potential employers, enterprise clients, and/or local industry representative bodies actively and formally engaged in educational decision-making;
  5. supports learners to identify and achieve their learning goals, which includes access to educational and other support services that recognise and support their needs.
