Update on ASQA’s fees and charges
ASQA is moving towards the implementation of a revised schedule of fees and charges to apply from the 2013-14 year. ASQA’s revised fees require approval from the Council of Australian Governments (COAG), the Standing Council on Tertiary Education, Skills and Employment (SCOTESE) and the Expenditure Review Committee (ERC) of Cabinet. This approval process is currently still underway.
ASQA’s existing schedule of fees and charges will continue to apply until the new fees have been approved.
Once final approval has been received, ASQA will communicate the new fees and charges and any important information to the sector. Notification will be made via:
- a news item on the ASQA website
- an email sent to ASQA regulated providers and stakeholders subscribed to the ASQA Update newsletter
- direct advice to key stakeholders.
ASQA’s revised schedule of fees and charges is projected to achieve $24.1m of revenue in 2013-14. The schedule was published for consultation in March 2013 and received a total of 110 written submissions from training providers and VET stakeholders.
Increase In Training Accreditation Council (TAC) Registration Fees
Fees for registered training organisations will increase from 1 July 2013. The new schedule of fees, applicable to applications received from 1 July 2013, is provided in the link below.
Alignment of the fees for regulatory services will address inequity in the cost of regulation between jurisdictions for providers offering identical services and ensure competitive pricing in WA for regulatory services.
The method of calculation for Registration, Amendment to Registration and Annual Fee will change to one primarily based on the number of qualifications offered by an RTO. The schedule implements a more equitable system for providers where the cost of regulation is directly proportionate to the volume and range of qualifications offered by the providers. Providers are encouraged to review their current scope of delivery to ensure that fees are not charged for qualifications that have expired or that the RTO no longer wishes to deliver. In some instances this will result in a reduction of fees payable by a provider and ensure that the information held on the national database training.gov.au is a true reflection of the RTO’s operation. If you wish to remove qualifications from your scope, please submit an amendment to scope application via RTONet(https://stars.dtwd.wa.gov.au).

VRQA – New process to extend Vocational Education and Training (VET) scope of registration
The VRQA has implemented a new application process for Registered Training Organisations (RTOs) wishing to extend their scope of registration.
It is important that you read the new VRQA publication Guide to Form B: Amending your scope of registration (Word – 129.5 KB) to learn about the new process and requirements for applying to amend your scope of registration.
If you then wish to add training package qualifications, units of competency, or accredited courses to your scope of registration, you need to submit Form B – Application for amending scope of registration (PDF – 80.36 KB) and include evidence of readiness to deliver training.
On receipt of an application to extend your scope of registration, the VRQA will send you an invoice. A summary of VRQA fees and charges is available on the fees and charges web page on this website. The VRQA VET fees calculator can assist you to estimate the relevant fees. Application fees are non-refundable.
Key features of the new process include:
- a requirement for RTOs to submit evidence of readiness to provide training with the Form B application
- the automatic withdrawal of applications by the VRQA should an applicant not:
- pay the relevant invoice by the due date or
- be ready for a site audit when contacted by a VRQA contracted auditor.
Applications for amending scope of registration using a transition notice are not affected by the new process.
