The National Centre for Vocational Education Research says funding models for education providers should be reviewed in light of a survey which highlighted a huge gap between the percentage of students intending to finish their course, and those managing to do so. The centre says the finding challenges the assumption that the high drop-out rate is due to students never intending to complete their training.
