On Thursday, 10 February, the Federal Parliament referred the Commonwealth legislation to establish the National Vocational Education and Training Regulator (NVR) to a committee for consideration. The committee is not scheduled to report until 21 March. This will delay the debate of the Bills in the Federal Parliament. As a consequence of these delays, the Commonwealth has announced that the NVR will now commence operations from July 2011.
In February, it is planned each RTO will receive a letter from the taskforce and their state or territory regulator. It will outline the intentions of the national regulator and provide key information about the transition.
By the end of March, RTOs will have access to detailed information about transition arrangements for their state or territory including referral dates.
An interim website for the national VET regulator will be available at the end of February 2011. The site will contain general information about the new regulator and further details about the transition process.
New organisations seeking to be registered—other than those in Victoria and Western Australia—can register with the national VET regulator from once it begins operations.
